1) Is the Metallics 1407ST an anchor or a setting tool?
The 1407ST is the setting tool, not the anchor itself. It's the drive tool used to expand 5/16-18 machine screw lead anchors after the anchor is dropped into the drilled hole. You still need to order the 5/16-18 lead anchors separately, plus the 5/16-18 machine screws or bolts that thread into them.
2) How do you use a lead anchor setting tool in concrete or block?
Drill the hole to the anchor manufacturer's diameter and depth, blow it clean, drop the lead shield in flush, then seat the 1407ST tool into the anchor and strike it with a hammer. That drives the internal cone and expands the lead against the hole wall. Pull the tool out and thread your 5/16-18 machine screw into the set anchor.
3) Can electricians use the 1407ST for hanging strut, conduit clamps and equipment off concrete?
Yes, that's the usual use. It's a zinc plated steel tool. Zinc plating handles normal jobsite handling and damp conditions, but it isn't stainless, so don't store it wet or leave it outdoors long term if you want it to stay clean.
