1) Can I use a 3/8 x 3 galvanized hex anchor outdoors or in a damp vault?
The galvanized coating on the 3/8 x 3 Metallics anchor is there for exactly that, so damp interior rooms, parking structures, and sheltered exterior concrete are fair game. For continuous saltwater exposure or submerged conditions, step up to stainless rather than galvanized steel.
2) What tool drives the Metallics LCSX3830, and do I need a separate nut or washer?
It drives with a socket or impact wrench on the integral hex head, no nut and no washer to chase. That is the practical difference from a wedge or sleeve anchor, where you are torquing a nut against a washer and the embedment depth is set by the nut travel. Here you run the head down to the fixture and stop.
3) Do I need an expansion shield or plastic plug with this anchor?
No shield, no plug, no setting tool. The 3/8 x 3 hex anchor goes straight into a drilled hole in concrete or masonry and cuts its own thread, so the only consumable besides the anchor is the matching carbide bit. That also means it can be removed and the hole reused in a way a wedge anchor cannot.
4) Will a 3/8 galvanized anchor work in hollow block, or only solid concrete?
Solid concrete is where this style performs best. In the face shell of hollow block the thread has very little material to bite, so for block walls an anchor designed for hollow base material, a toggle, or an epoxy-set rod through the web is the better call. Grout-filled block behaves closer to solid concrete.
