A wedge anchor is drilled with a carbide bit matching the anchor diameter, so the 5/8 x 5 TS5050SS takes a 5/8 inch hole in solid concrete. Drill deeper than the embedment you need so debris has somewhere to go, blow the hole clean, then drive the anchor through the fixture and tighten to expand the clip.

Wedge anchors like the 5/8 x 5 TS5050SS are for solid poured concrete. The clip needs solid, uniform base material to expand against, so hollow block, mortar joints, and brick are the wrong application. For block and brick, use a sleeve anchor or a screw anchor rated for hollow masonry instead.
