1) Is the zinc plated LCS5860 anchor OK for outdoor or damp locations?
Zinc plating on a carbon steel anchor is a light corrosion coating, fine for dry interior work and for covered or intermittently damp locations. For direct weather exposure, standing water, pool decks or coastal air, specify a stainless or hot dip galvanized anchor instead rather than carbon steel zinc.
2) Do I need an anchor shield or sleeve with the 5/8 x 6 hex head screw anchor?
No. A large diameter screw anchor like the LCS5860 threads directly into a drilled hole in concrete or masonry, so there is no shield, sleeve, nut or washer to buy. You drive the hex head with a socket or impact wrench. Nothing additional is included in the box of 10 beyond the anchors themselves.
3) Can I use a hex head screw anchor in hollow block or drywall?
Not in drywall, and hollow block is a poor fit.
