The J1547 is a spring wing toggle bolt with a 3/8 inch diameter, 16 threads per inch machine screw thread, and a 6 inch bolt length. The 6 inch length is what lets you reach through thick hollow construction and still have enough thread left to clamp the fixture tight.

Spring wing toggle bolts like the J1547 are made for hollow substrates: drywall, plaster, hollow block, and hollow metal. You drill a hole large enough for the folded wings to pass, push them through, and the spring opens them against the back face of the wall. In solid concrete or solid brick there is no cavity for the wings to open into, so use a wedge or sleeve anchor there instead.
