1) How do I know if a 4 inch spring wing toggle bolt is too long for my wall?
Spring wing toggles need clear cavity space behind the wall for the wings to spring open and seat flat. On the J1516 the bolt is 4 inches, so once you subtract your wall thickness and the fixture you are mounting, what is left has to be free air behind the board. Hollow block, a wall packed with insulation, or a shallow furred-out cavity will stop the wings from opening and the anchor will not hold. For a solid substrate, use a masonry or concrete anchor instead of a toggle.

The hole has to clear the folded wings, not the screw, so it is noticeably larger than the 5/16 bolt itself. Fold the wings flat against the bolt of the J1516, measure across them, and drill to match that width so the assembly pushes through without forcing. Drill too tight and the wings will not pass; drill too loose and the wings have nothing to pull against.
