Spring wing toggle bolts like the J1518 are for hollow materials only: drywall, plaster, hollow block, and hollow metal. The wings fold flat to pass through a drilled hole, then spring open behind the wall and clamp as you tighten the screw. In solid concrete or solid brick they have nothing to open into, so you want a sleeve, wedge, or screw anchor instead.

The hole has to clear the folded wing, not the screw, so it is noticeably larger than the 5/16 inch bolt. Hold the wing closed alongside the bit before you drill and size to the wing.
