1) What is the difference between the Carlon A470D and E460R-CAR 4 inch round ceiling covers?
Both are 4 inch round non-metallic blank covers for ceiling boxes. The A470D is the blank with a 1/2 inch knockout, so you can punch it out and run a fixture stem, fixture wire, or a cord-drop fitting through it. The E460R-CAR is a plain blank with no opening, which is what you want when the box is being closed off entirely. Order the A470D if there is any chance something needs to pass through the cover.
2) Can I use a non-metallic blank cover to abandon an unused junction box in a ceiling?
That is exactly what a blank cover is for. It closes an unused outlet box so the splices inside stay enclosed and accessible rather than buried, which is what inspectors look for on abandoned ceiling boxes. Use the E460R-CAR plain blank for a fully closed box. The box itself still has to remain accessible, so it cannot be drywalled or tiled over.
3) Is this cover plastic or metal, and does it matter which one I use on my box?

The A470D has a 1/2 inch knockout, which takes standard 1/2 inch trade-size fittings, so a cord grip, strain-relief connector, or 1/2 inch connector threads into it once the slug is removed. Leave the knockout intact and it functions as a plain blank.
