It is made for non-metallic sheathed cable. The box is PVC and is designed and listed for use with NM cable per Article 314, so cables clamp or staple in without a bonding path through the enclosure. Since it is non-metallic, there is no box to bond, but every equipment ground in the cables still has to be spliced together and carried to the device.
