1) Can I install the Carlon B618RPR ceiling box in an existing drywall ceiling, or does it need to go up before the rock?
It's an old work box, so it goes into finished drywall. Cut the hole, feed your cable in, drop the box through and tighten the swing clamps, which pivot out behind the ceiling board and pull the flange tight against the face. No access above the ceiling and no framing member needed. If you're wiring before the ceiling is closed in, you want a new work box that nails to a joist instead.
2) What is the difference between the B618RPR and the B618RR retail pack version?
Two ways to buy the same round old work ceiling box. B618RPR ships with a plaster ring included, which is what you want when you need to bring the box face out flush with a thicker ceiling finish or mount a device ring. The B618RR-UPC is the retail pack, box only. Contractors buying in bulk for a punch list usually take the plain version; take the plaster ring option if your ceiling assembly is deeper than standard board.
3) Can I hang a ceiling fan from this old work ceiling box?
Don't. A ceiling fan has to be supported by a box or brace specifically listed for fan support, and that listing has to be marked on the box itself. This is a general purpose round old work ceiling box for lighting fixtures and junction work. For a fan retrofit in a finished ceiling, order a fan-rated brace-and-box assembly instead.
4) Does a non-metallic PVC ceiling box need a grounding conductor bonded to it?
No. The box body is polycarbonate, a non-metallic material that doesn't conduct, so there's nothing on the box itself to bond. Your equipment grounding conductors still have to be spliced together and carried through to the fixture's ground; the box just doesn't take a bonding screw the way a steel box does.
5) Is this Carlon blue box the same kind of box used for switches and outlets in walls?

The blue Carlon non-metallic line covers both, but this one is the round ceiling version, sized and shaped for overhead fixture and junction work rather than a rectangular wall device box. Round boxes match the canopy pattern on most lighting fixtures; a rectangular old work box is what you want for a switch or receptacle in a wall.
6) Do I need a separate cable clamp for the Romex going into this Carlon box?
No separate clamp assembly. The swing clamps are the mounting hardware that grips the ceiling board; the cable entries on Carlon non-metallic boxes are integral, so you push the NM cable through the entry and it's retained. Nothing else to buy to close up the rough-in besides the fixture and your connectors.
7) Will a Carlon polycarbonate box hold up in an unconditioned attic or a cold warehouse ceiling?
The box is built from polycarbonate specifically to take temperature extremes, which is why it gets used in attics, garages and unheated commercial spaces where a brittle plastic would crack during installation. It's made in the United States under the Carlon name.
