No. The Carlon round weatherproof T-box is specified for use with non-metallic wiring systems only, so it is intended for PVC conduit and nonmetallic cable runs, not metal conduit or armored cable. If the run is EMT or rigid metal, use a metallic weatherproof box instead.
2) How many wires will a 13.5 cubic inch junction box hold?
The box gives you 13.5 cubic inches of usable volume, which is what you work against when you do your NEC box fill calculation.
