1) Will the Oatey Dearborn P9702B 1-1/2 inch P-trap connect to PVC drain pipe?
That's exactly what the solvent weld adapter on the P9702B is for. The trap itself is white polypropylene with a ground joint connection, and it ships with a PVC quarter bend plus a solvent weld PVC adapter so the outlet side cements directly into 1-1/2 inch PVC drain pipe. If your stub-out is threaded rather than something you can glue, you want the threaded PVC adapter version of the Dearborn trap instead.
2) Does the Oatey P9702B P-trap come with the trap arm, or do I need to buy that separately?
The P9702B includes the P-trap, a PVC quarter bend and the solvent weld PVC adapter, bagged as a kit. The quarter bend is the piece that turns the run into the wall, so for a standard lavatory rough-in you're generally only adding the length of 1-1/2 inch pipe between the adapter and the sanitary tee, plus solvent cement and primer. Tailpiece from the fixture drain is not part of the kit.
3) What is the difference between a ground joint P-trap and a slip joint trap with a washer?
A ground joint, which is what the Dearborn P9702B uses, seals plastic to plastic on a machined tapered face drawn up by the nut, with no rubber or nylon washer in the joint to harden and weep. Slip joint traps depend on that washer, and a washer is the usual culprit on a maintenance callback. For a property manager standardizing traps across a building, ground joint is the fewer-parts choice; the tradeoff is that the mating surfaces have to be clean and square when you tighten them.
4) What is the difference between the deep flange and solvent weld versions of the Dearborn P-trap?
The Dearborn 1-1/2 inch P-trap is built in deep flange, solvent weld and threaded PVC adapter configurations, and the difference is entirely how the outlet meets the wall. The P9702B is the solvent weld version: the adapter cements into PVC pipe. Deep flange is for covering a rough or oversized hole at the wall with a slip connection, and the threaded version screws onto a threaded PVC male adapter. Pick by what is already sticking out of the wall.
5) Can I use the Oatey Dearborn P9702B on a sink that drains hot water or has a dishwasher tied in?
Polypropylene, which is what the P9702B trap body is, handles intermittent hot drainage from a sink or dishwasher discharge without the softening you'd see from lower temperature plastics. What it will not take is chemical drain cleaner left standing or a steady high temperature commercial process discharge; for those the specification usually calls for metal tubular or a chemical waste system.
6) Is the Dearborn P9702B P-trap white plastic or chrome?
White is the only finish the P9702B is made in, so under an exposed pedestal sink or a wall hung ADA lavatory where the trap is visible, it will read as white plastic rather than polished metal. Inside a vanity cabinet or a janitor closet that is a non-issue. Exposed installations that have to look finished call for a chrome plated brass trap instead.
