On hollow block, use the sleeve anchor. Wedge anchors need solid concrete to develop their grip and are the better choice for heavy structural attachment in poured slabs and walls. This B-Line anchor is a sleeve type expansion anchor rated for solid and hollow core materials, which is the case strut on CMU usually falls into. In poured concrete either type works; in block the sleeve is what holds.

Zinc plating is the finish on this B-Line sleeve anchor, which is a mild corrosion barrier intended for dry interior and protected use. For a wet vault, coastal exposure, or anything continuously damp, specify a hot-dip galvanized or stainless anchor instead rather than relying on zinc plate.

It's the hex nut version: a hex nut and washer on a threaded stud. You drill, drop the anchor through the fixture into the hole, and tighten the nut with a wrench or socket to expand the sleeve. No separate setting tool is needed, and because the nut is removable the fixture can be taken off later without destroying the anchor.

The anchor ships as a complete assembly with its expansion sleeve, nut and washer, so nothing else is required to make the attachment. What you do need is a masonry bit matched to the anchor diameter and a hole drilled deeper than the anchor embedment so debris has somewhere to go. Blow or vacuum the hole out before setting.
