Both work. The ASA-37-400HN is rated for solid and hollow core materials, which is what separates a sleeve anchor from a wedge anchor. A wedge anchor needs solid concrete to expand against; the sleeve's expansion is spread over a longer section of the sleeve, so it grips in hollow block and brick as well as poured concrete. In hollow block, land the anchor in the web or fill the cell where you can.

Sleeve anchors are drilled to the nominal anchor diameter, so a 3/8 inch sleeve anchor takes a 3/8 inch carbide bit through the fixture and into the base material. That is the practical advantage over a wedge anchor for retrofit work: you can drill straight through the mounted item at the same bit size, then drive the anchor through the hole and tighten the nut.

The ASA-37-400HN is zinc plated carbon steel, which is a dry interior finish. It's fine for indoor mechanical rooms, ceilings, and interior walls. For exterior, coastal, wash-down, or damp locations, specify a stainless or hot dip galvanized anchor instead.

The nut on the ASA-37-400HN can be backed off to remove or reposition the fixture, but the sleeve itself stays expanded in the hole and the anchor is not reusable in a new location. If you need the anchor to come out later, plan on cutting or driving the stud below the surface and patching.
