The 1620SP carries a UL Listed marking and is a NEMA 4 rated Premier series accessory, so it is intended for use in NEMA 4 enclosures, the rating covering hosedown and rain-tight service. The rating belongs to the enclosure system, so the enclosure and its gasketing are what keep water out; the panel is the component mounting surface inside.

A swing-out panel hinges forward so you can mount components on it and still reach wiring and terminals behind it. On a 16 x 16 inch enclosure that roughly doubles your usable mounting area, since you keep the fixed back panel for larger gear and put controls, relays or terminal blocks on the swing-out. If you never need rear access and space isn't tight, a plain back panel is the simpler choice.

It weighs 6.912 lb bare, and it's 14 gauge steel, which is the same stock Eaton uses for enclosure panels, stiff enough to carry relays, contactors, terminal strips and small drives without flexing at the hinge.
