1) Can the Eaton B-Line 16126 SC junction box be used outdoors or in a wet location?
No. The 16126 SC is a NEMA Type 1 enclosure, which is for indoor use only, protecting against incidental contact with the enclosed equipment and falling dirt. It offers no rated protection against rain, washdown, dust, or corrosion. For an outdoor wall or a damp mechanical yard you need a Type 3R or Type 4 enclosure instead. It is UL 50 listed.

If you need a door you can swing open repeatedly for routine access, look at a hinged enclosure instead.
6) Is a back panel included with the 16126 SC junction box?

It is a Type 1 junction box built for splicing and pulling, not a pre-fitted control panel, so if you intend to mount DIN rail, terminal blocks or components you will need to add a back panel or your own subpanel and hardware.
