1) Can a NEMA 1 screw cover junction box like the B-Line 16128 SC be used outdoors or in a washdown area?
No. The 16128 SC carries a NEMA 1 rating, which is indoor use only, for protection against incidental contact and falling dirt. It gives no protection against water, dust, oil or corrosive conditions, so a wet location, exterior wall, or washdown area needs a NEMA 3R, 4 or 4X enclosure instead. For dry indoor pull and splice work in mechanical rooms, electrical closets and above ceilings, it is the right class of box.
