The 44 HSLOUT is the outside-opening version, meaning the removable cover and lay-in opening are on the outer radius of the 90 degree turn. Use it where the wireway turns away from the wall or panel and you need access from the outside of the bend. If your bend turns the other way relative to where you stand, an inside-opening elbow is the one to order, otherwise the cover faces the obstruction and you can't lay conductors in.
3) Is the B-Line 44 HSLOUT elbow rated for outdoor or wet locations?
No. It is NEMA Type 1, which is indoor, general purpose enclosure protection only, with no rating against water or dust ingress. For outdoor or washdown runs you need a NEMA 3R or 4 rated wireway system, not this one.
