1) Does this Eaton B-Line wireway come with knockouts already punched?
No. The 8860 GGV NK is the NK (no knockouts) version, so the sides and ends come blank. You punch or hole-saw your own entries exactly where the conduit lands. If you want factory knockouts on a set pattern, you need the knockout version of the trough instead.
2) Is this wireway rated for outdoor or wet locations?
No. It's a NEMA 1 screw cover trough, which is general purpose indoor only, dry locations. Outdoors, in a wash-down area, or anywhere water can get at it you need a NEMA 3R raintight trough instead. The gray galvanized steel body here is meant for indoor mechanical and electrical rooms, plant floors, and back-of-house runs.
3) How does the cover come off for pulling wire?
The cover is a full-length screw cover held on with plated screws. You back the screws out and lift the whole cover off the 60 inch run, which gives you an open trough to lay cable into rather than fishing it. Plan for a screwdriver and somewhere to keep the hardware, and allow clearance above the trough to lift the cover clear.
