1) Is the EDH3225L a complete breaker or just a frame that needs a trip unit added?
It ships as a complete molded case breaker with a fixed thermal, fixed magnetic trip already in it. Nothing else to specify on the trip side, and no interchangeable trip unit to order. The flip side: the trip setting is fixed, so if you need adjustable magnetic pickup for motor starting inrush, this is the wrong breaker type.
2) What is the interrupting rating on the Eaton EDH3225L, and will it hold up on a high fault service?

The H in the EDH catalog number is the high interrupting version of the ED type, which is why it can be applied where available fault current at the panel is high, such as close to a large service transformer.
