1) Will the Eaton FDB2015 breaker work on a 480V three-phase panel?
Yes, within its rating. The FDB2015 is rated 600 Vac and 250 Vdc, and its interrupting capacity steps down as voltage climbs: 18 kAIC at 240 Vac and 14 kAIC at 480 Vac. On a 480 Vac system you need the available fault current at that panel to be at or below 14 kAIC. It is a two-pole breaker, so on a 480V three-phase system it covers two phases, not all three.
2) Is the FDB2015 a complete breaker or just a trip unit I have to build up?
It ships as a complete molded case breaker in the F-frame, Series C, FDB type. There is no separate trip unit or rating plug to order. The trip is fixed thermal and fixed magnetic, so the 15A setting is factory set and not field adjustable.
