1) Will an Eaton Type CL breaker fit in a Square D, Siemens, or GE load center?
The Eaton Type CL is a 1-inch classified replacement breaker, which is what lets it go into panels other than Eaton's own. Classified means a third party has listed it for use as a replacement in specified other-brand load centers. What it does not do is cover every panel ever made, so match the panel's label to the breaker's classified listing on the carton before you install. In an Eaton CH-type panel it is a straight fit.
2) Can I use a single-pole Eaton CL breaker on a 240V circuit?
Not on its own. Each CL is single-pole and rated 120/240V, so one breaker protects one 120V branch circuit. The 240V half of the rating refers to its use across a 120/240V system, not to a single pole feeding a two-wire 240V load. For a 240V appliance circuit you need a two-pole device.
3) Which amperage Eaton CL breaker do I order for a standard 15A or 20A lighting and receptacle circuit?
CL115 is the 15A and CL120 is the 20A, and those two cover most general lighting and receptacle branch circuits.
