Surface mount (BR816L125SDP or BR816L125SDGP) mounts on the face of the wall, which is the usual pick for garages, basements, and utility rooms. 2) Does the Eaton BR816L come with a ground bar, or do I have to buy one?

If you want the disconnect built into the panel, you need a main breaker load center instead.
4) Can I really fit 16 breakers in an 8 space Eaton BR panel?
Only with tandem breakers. The BR816L has 8 full-size spaces and is rated to accept up to 16 circuits, which means the extra eight come from BR-type tandem (twin) breakers that put two 120V circuits in one space. Eight full-size single-pole breakers, or four two-poles, fills it the conventional way.
5) Which breakers fit the Eaton BR816L load center?
Eaton Type BR breakers. The bus is built for the BR plug-on interior, so BR single-pole, two-pole, tandem, GFCI, AFCI, and dual-function breakers all land on it. Eaton's CH line is a different bus and will not fit, and neither will other manufacturers' breakers unless they are specifically listed as classified for Eaton BR panels.
