It is cut for a standard toggle switch only. A decorator (rectangular) device or a GFCI receptacle will not drop into the opening, so for those you need the matching decorator-style FS cover instead.

The CIFS-9 is catalogued with weatherproof boxes and is stamped aluminum, which is the material used on exterior cast-box systems because it resists corrosion. For a wet location the cover needs to be used with the gasket and a box rated for that location, since the cover alone does not make the enclosure weatherproof.
