1) Will the Metallics SDSB1445 drill bit fit my rotary hammer, or do I need an SDS-Max tool?
The SDSB1445 bit has an SDS-Plus shank, so it drops into any SDS-Plus rotary hammer without a chuck key. It will not fit an SDS-Max tool. SDS-Max hammers use a larger 18mm shank and are a separate size class, so if your hammer takes SDS-Max you need an SDS-Max bit or an adapter.
2) Is the 1/4 inch SDS-Plus bit the right size for 1/4 inch Tapcon or concrete screw anchors?
Yes. The SDSB1445 drills a 1/4 inch hole, which is the standard pilot for 1/4 inch sleeve anchors, drop-in anchors and similar concrete fasteners that call for a 1/4 inch carbide-drilled hole. Note that 1/4 inch concrete screws such as Tapcons call for a 3/16 inch hole, not 1/4, so check what the anchor manufacturer specifies before drilling.
3) How many bits come in the Metallics SDSB1445 pack?

A standard cordless drill cannot hold it and cannot hammer. For masonry work with a regular drill you need a straight-shank or hex-shank masonry bit instead.
