1) Can I use Oatey Hercules Sta Put plumbers putty on granite or marble countertops?
No. Sta Put putty is not for use on porous materials, so granite, marble, and other porous stone are off the table. Use a stain-free putty or a silicone sealant on those surfaces instead. On a standard stainless, enameled, or china sink the Sta Put works as intended.
2) Should I use plumbers putty or silicone under a sink strainer?
Plumbers putty like the Oatey 25101 is the choice when you want a compression seal you can break later, under a strainer, basket, or faucet base on a non-porous sink. Silicone is what you want when the surface is porous stone or when the joint has to adhere rather than just seal. Sta Put is a non-mastic putty, so it seals by compression and does not cure into an adhesive.
3) What jobs is Oatey 25101 Sta Put plumbers putty actually meant for?
