1) What wire gauge does the Shrink-Kon HS16-12L heat shrink tubing fit?
The HS16-12L is sized for 16 to 12 AWG conductors. With a 3:1 shrink ratio it pulls down tight over the smaller 16 AWG end of that range as well as the larger 12 AWG, so one size covers the common control and branch-circuit wire you find in a panel. Outside that range you need a different size in the Shrink-Kon heavy-wall line.
2) Is this heat shrink sold by the piece or by the roll?
It ships as individual 6 inch cut pieces, and the selling unit of measure is each. So a quantity of 10 is ten 6 inch sleeves, not continuous footage. If you need long runs of jacket repair, a spool-type tubing is the better buy.
3) Is 600V heat shrink enough for panel and control wiring?
The HS16-12L carries a 600 V rating, which covers standard commercial panel wiring, industrial control circuits, and equipment connections at 120/208/240/480 V. For medium-voltage splices you need a purpose-rated MV kit instead, not this tubing.
4) Will a 3:1 shrink ratio tubing seal over a crimp barrel or butt splice?

It recovers to a third of its supplied diameter, so it can start large enough to slide over a crimp barrel or a connector shoulder and still pull down tight on the bare conductor behind it. A 2:1 tubing often cannot bridge that step in diameter on 16-12 AWG work.
5) What is the difference between heavy-wall and thin-wall heat shrink tubing?
Heavy-wall tubing like the HS16-12L recovers to a noticeably thicker wall than standard thin-wall tubing, which is what you want where the sleeve takes abrasion, handling, or strain, such as over a crimped lug or a connection pulled through a raceway. Thin-wall is thinner and more flexible and is fine for simple color coding or light insulation. The Shrink-Kon material here is thermally stabilized cross-linked polyolefin, which is what allows the heavier recovered wall.
6) Is 6 inches long enough to cover a terminated connection?
Each piece is 6 inches (152.4 mm), which is enough to cover a butt splice or a crimped terminal with insulation overlap on both sides, and it can be cut shorter for a single lug. For anything longer, run two pieces or step up to a continuous-length tubing.
7) Does this Shrink-Kon tubing come in any color other than black?
Black only in the HS16-12L. If you phase-code conductors by sleeve color, you'll want colored tubing in the equivalent size rather than this one.
