The difference is how many tab sides each position gives you. Model 89-317 is the Flat-Flat version, with a tab on both sides so you can land two quick-connect terminals per position. Model 89-314 is Flat-None, a single-sided tab. Pick Flat-Flat when you need to jump or branch a circuit at the strip, Flat-None when one connection per position is all the circuit calls for.
2) Do IDEAL quick connect terminal strips come with the mating terminals?
No. The card supplies the strips only, with the .187 tabs. You supply the female .187 quick-connect terminals crimped to your wire, sized to your conductor gauge, and any screws or standoffs used to mount the strip.
3) Can I use these terminal strips to reconfigure a control circuit without cutting and splicing wires?

Wires terminated in .187 quick-connect terminals push on and pull off the tabs, so a circuit change is a matter of moving terminals rather than cutting, splicing, or re-stripping.
