Uncombinated means the 206 core ships with no pins loaded and no keys, for a locksmith or facility shop that pins cores to its own master key system. If you have a pinning kit and your own bitting, that is the one to buy. If you do not pin your own, order KA or KD instead, since those come combinated with 2 change keys and 1 control key.
