Only if your system is the A keyway. The 207-A is cut for keyway A, and SFIC keyways are not cross-compatible, an A key will not enter a C, E or other keyway core. Match the letter to what the rest of your doors run before you order, because the keyway is the one thing you cannot change in the field.
4) Can I use a construction core in a lock that is not prepped for an interchangeable core?
No. The 207-A only goes into hardware built for a small format interchangeable core, the figure-8 cavity plus a control key. A standard cylindrical lock with a fixed cylinder or a mortise lock with a threaded cylinder will not take it. If the doors are not SFIC-prepped, you are looking at an IC-prepped lock body or a mortise/rim IC housing instead of just the core.
