1) Can I use the Leviton T5825 receptacle on a 15-amp circuit, or does it require a 20-amp circuit?
The T5825 is rated 20-amp, 125-volt with a NEMA 5-20R face, so the T-slot neutral will accept both standard 15-amp (5-15P) plugs and 20-amp (5-20P) plugs. A 5-20R device belongs on a 20-amp branch circuit with 12 AWG conductors; putting it on a 15-amp circuit lets someone plug in a 20-amp load the breaker will not support. If you are replacing a 15-amp receptacle on a 15-amp circuit, use a 5-15R device instead.
2) Is the Leviton T5825 tamper-resistant receptacle OK for a commercial job or apartment common area?
