The BFR19 is a carbide-tipped slow spiral masonry bit, which is the standard pattern for brick, block, mortar and concrete. The slow (wide pitch) flute clears heavy masonry dust instead of packing it. Run it with hammer action on a hammer drill for cured concrete; a plain rotary drill works for softer block and brick but will be slow in aggregate.
2) Can I use the BFR19 masonry bit to drill through steel or wood studs?
No. A carbide-tipped masonry bit is ground for brick, block and concrete, not for metal or wood. Use a HSS or cobalt twist bit for steel and a brad point or auger for wood; running this one in metal will dull or chip the carbide tip.
