1) Will a Milbank U3499-XL ringless meter socket work with my utility's meter, and how do I know if I need 4 jaws?
The U3499-XL is a 4-terminal (4-jaw) single-position socket for 1-phase service up to 240 volts AC at 60 Hz. That is the standard arrangement for a 120/240V single-phase residential or light commercial meter. If your utility specifies a 5-jaw socket (network metering) or a 7-jaw for 3-phase, this is not the right can. Utilities also approve sockets by list, so the ringless style has to be the style your utility accepts before anything else matters.
2) What is the difference between the two Milbank U3499-XL options, the standard one and the 100 Main AMP Breaker one?
Two orderable parts here: U3499-XL and U3499-XL-100. The -100 is the version supplied with the 100 amp main breaker installed, so you get metering and the service disconnect in one can. Line side terminals take 6 AWG through 2/0 AWG, and the load side takes 4 AWG through 1/0 AWG. So a typical 100 amp service run in 2 AWG copper or 1/0 aluminum lands fine on the line side, and the feeder to the panel has to fall in the 4 to 1/0 window on the load side. They are lay-in terminals, which means you drop the conductor in rather than fishing it through a hole. Grounding is a 3 barrel ground lug.
