Yes. The U7043-XL socket takes 6 AWG through 350 kcmil on both the line and load side, so 4/0 falls comfortably inside the range. Terminals are lay-in type, which means you drop the conductor into the jaw block rather than threading it through a lug barrel.
2) Is this Milbank meter socket a combination unit with a main breaker, or socket only?
Socket only. The U7043-XL carries no main breaker and no receptacles, with one meter position. If your service needs the disconnect in the same enclosure, you want a meter-main combination instead, not this socket.
3) Can this 4 terminal ringless socket be used for an underground service, or is it overhead only?
Both. Cable entry is rated overhead or underground. It ships with a small closing plate in the hub opening, so for an overhead drop you remove the plate and fit the hub your utility requires; for an underground lateral the plate stays in place and you bring conductors in through the bottom.
4) Which U7043-XL version do I order if my utility requires a horn bypass?
Three bypass versions exist. U7043-XL-TG-KK-ALT is the Alliant Energy approved horn bypass, U7043-XL-KK-CPSB is built to City Public Service Board of San Antonio requirements, and U7043-XL-TG-KK-IL-5T9W is a horn bypass with 7/16 inch knockout lock provision plus a 5th terminal at the 9 o'clock position with wire. The plain U7043-XL-TG has no bypass. Your serving utility dictates which one they will set a meter in.
