No. The U7588-XL is rated 125 continuous amperes, so it can only serve an installation where the utility and the service equipment are sized at 125A or less. A 200A service needs a 200A-rated socket. It is also a 4 terminal, single position, 1 phase socket rated 600V AC at 60 Hz, which covers standard residential and light commercial single-phase service only.
