The PVC DWV closet flange features a spigot connection. The closet flange is secured to the floor of the dwelling so that a toilet can be affixed to it and allow for a pipe connection (under the floor) to continue the piping for evacuation of the used water. 1) Does the Nibco 4851-2 closet flange glue inside the pipe or over it?
It's a spigot end, so it goes INTO the hub or fitting below, not over the pipe. The spigot is sized like pipe OD and solvent welds into a 4 inch hub, socket, or a 4x3 configuration. If you need a flange that slips over the outside of a 4 inch stack, you want a hub/socket style flange instead, not this one.
2) What does the 4 x 3 size on this PVC closet flange actually mean for my rough-in?
The 4 x 3 is a reducing arrangement: 4 inch at the toilet side with a 3 inch fit at the pipe side, so a standard water closet outlet lands on a 3 inch DWV riser. If your closet bend is 4 inch all the way up, this is still the part to use where the code allows the 3 inch drop; if you're running straight 4 inch you'll want a 4 inch only flange.
3) Can I use this Nibco PVC flange on a commercial job, or is it residential only?

4) Will a PVC closet flange handle a hot water line or a steam-adjacent location?
No. The 4851-2 is a DWV drain, waste and vent fitting with a maximum service temperature of 140 degrees F. It's for gravity drainage only, not pressure and not hot supply. Also do not test it with compressed air or any other gas.
5) Does the Nibco 4851-2 closet flange come with a metal ring or closet bolts?
It's an all-PVC flange in white, one piece, solvent weld spigot. Closet bolts, the wax ring, and floor fasteners are separate items you'll need to have on the truck. The flange itself anchors to the floor and the toilet bolts down to it.
6) How is this PVC DWV closet flange joined, and can it be threaded on instead?
Solvent cement is the method for this one. Nibco's PVC DWV line joins by solvent cementing or threading, but the 4851-2 is supplied with a spigot end, so it gets primed and cemented into the mating socket.
