The 65-861-5 is a high-voltage fixture only, rated 277V to 480V. That covers 277V and 480V legs common in commercial and industrial services. It will not operate on a standard 120V or 208/240V circuit, so if your pole circuit is line voltage in that lower range you need the 120-277V version of the fixture instead.
