No. The TH421 is an indoor fixture with a Dry location rating only, so covered exterior walkways, parking structures and bathrooms with shower exposure are out. Keep it to conditioned interior space such as retail sales floors, lobbies and offices.

No, there is no lamp to change. The TH421 uses an integrated LED, so the light source is built into the head and rated for 30,000 average hours. When it reaches end of life you replace the whole head, not a lamp. For MRO stock planning, treat it as a fixture line item rather than a lamp line item.

It runs on 120V line voltage and draws 12W, producing 1020 lumens. That makes it a direct fit for standard 120V line-voltage track circuits. It is not a low-voltage head, so do not put it on a 12V or 24V system with a remote transformer.

The TH421 is dimmable on its 120V supply. Because the LED driver is integrated into the head, control happens at the dimmer on the track circuit, not at the fixture. Specify an LED-compatible dimmer sized for the total connected wattage of all heads on that run; at 12W each, a single head is a very light load, so check the dimmer's minimum load rating when only one or two heads are on a circuit.
