1) My new tile floor left the toilet flange below the finished floor. Will an Oatey closet flange spacer fix that without pulling the flange?
That's exactly what the 43646 spacer does. It's a PVC ring that stacks on top of the existing toilet flange to build it back up to grade after new or replacement flooring drops the flange below the finished surface. The old flange stays in the floor. You set the spacer on it with 100% silicone between the spacer and the flange below, then re-set the closet bolts and the toilet.
2) Will an Oatey flange spacer work on a cast iron or ABS toilet flange, or only PVC?
The 43646 is a PVC ring that sits on top of whatever flange is already there, and it's held down mechanically and sealed with 100% silicone. That method doesn't care what the flange below is made of, so it works over cast iron and metal flanges as well as plastic. What it does care about is the solvent weld option: PVC cement only bonds PVC to PVC, so on a cast iron or ABS flange, use the mechanical fastening and the silicone bed rather than trying to cement the bottom ring down.
3) How do you fasten Oatey closet flange spacers together so they don't shift under the toilet?
Two accepted methods. The rings can be solvent welded to each other on the horizontal surface with PVC solvent cement, or they can be secured mechanically with fasteners. Either way, 100% silicone goes between the bottom spacer and the original flange to seal that joint. The solvent weld only works because the spacer is PVC, so use PVC cement, not ABS cement.
4) Is a closet flange spacer the right fix, or should I use a flange extender kit or a repair ring?
Different jobs. A spacer ring like the 43646 is for height: the flange is sound but sits low after new flooring went in, and you need to bring the top of the flange back up to the finished floor. A repair ring is for a broken flange, where the closet bolt slots or the ear have cracked out and the flange body itself is still at the right elevation. If the flange is both low and broken, you fix the flange first, then spacer up to grade.
5) Do I need anything besides the Oatey 43646 spacer to reset the toilet?
The 43646 is the spacer ring on its own. Plan on 100% silicone sealant for the joint between the spacer and the original flange, either PVC solvent cement or mechanical fasteners to secure the rings, longer closet bolts to reach through the added height, and a new wax ring or gasket. On a stack of two or three rings, the bolt length is the one people forget.
