No. The 11921 is specifically not for hot-mopped or built-up roofs. It is intended for roof pitches from 0 to 40 degrees on other roof types. For a built-up or hot-mopped assembly you need a flashing rated for that application.
2) Is the Oatey 11921 flashing OK over a hot vent, like a water heater or furnace flue?
It is rated for 180 degrees F continuous heat and approved for Type B installations, so it can be used on a Type B gas vent within that temperature limit. Do not treat it as a general chimney or single-wall flue flashing.
