The Oatey 11947 is built for 3 inch vent pipe. The collar is self-sealing and slides down over the pipe, so you don't caulk the joint after it's seated.

It covers pitches from 0 to 40 degrees, so flat decks through roughly a 10/12 slope are in range. Past 40 degrees you need a pitched-specific flashing instead.
3) Can I use the Oatey 11947 on a hot-mopped or built-up roof?
No. The 11947 galvanized base is specifically not for hot-mopped or built-up roofs. For those assemblies use a flashing rated for mopped-in application.
4) Is this flashing approved for a Type B gas vent?
Yes, the 11947 is approved for Type B installations and rated for 180 degrees F continuous heat, which is what lets it sit over a vent carrying flue gases rather than just a plumbing stack.
5) How big is the base on the Oatey 11947 and will it fit my shingle course?
The base is 18 by 18 inches of 28 gauge galvanized steel, which gives you enough flange on all four sides to weave into standard shingle courses without adding a separate deck patch.
6) Can I paint the Oatey 11947 flashing collar to match the roof?
Don't. Petroleum based products and paint are not to be used on the flashing collar or plastic base, as they attack the sealing material. The steel base ships unfinished galvanized.
7) Do I need caulk or sealant to install the Oatey 11947?
Not at the pipe. The collar seals itself as it slides over the 3 inch pipe. You still fasten and shingle the 18 x 18 inch steel base into the roof the normal way.
