It fits over 4 inch pipe. The 43499 is a PVC Level-Fit toilet flange sized to go over the outside of 4 inch pipe, so the hub slips down over the stack rather than being inserted into it. If your rough-in is a 3 inch pipe, this is the wrong part for the opening.

The 43499 uses a stainless steel ring with patented bolt slot shelves that hold standard closet bolts in place and keep them from falling through the slot. That is the difference between this and a plain plastic-ring flange, where the bolt drops as soon as you let go while setting the bowl.

This one assumes you can solvent weld to clean 4 inch pipe.
