1) Will the Oatey 43503 closet flange work on 3 inch or 4 inch PVC drain pipe?
Both. The Oatey 43503 is a dual-fit PVC toilet flange: it slips over the outside of 3 inch PVC pipe, or inside the hub of 4 inch PVC pipe. That is one part to stock for either rough-in, which is why it is a common truck-stock item for plumbers working on unknown existing drains.
2) Does the Oatey 43503 toilet flange come with a test cap?
No. The 43503 is the version without a test cap, so if you need to pressure-test or seal the line during rough-in you will need a separate test cap or Oatey's test-cap version of the flange. Everything else for setting the flange is there, including the molded plastic ring with four screw holes.
3) Can this PVC closet flange be used on a below-grade or basement bathroom drain?
The 43503 flange is rated to hold head pressure up to 30 feet, so it will stand up to the static head you see in a stacked or below-grade installation. It is UPC listed and meets ASTM D2665, the standard for PVC DWV pipe and fittings, which is typically what an inspector is looking for on a DWV rough-in.
4) Does the flange sit flush with the finished floor or on top of it?
