1) Can Oatey 31011 heavy duty clear cement be used on potable water lines, or is it DWV only?
Oatey 31011 is approved for DWV, pressure pipe, potable water and electrical applications. It meets ASTM D2564 and complies with NSF/ANSI 61 health effects requirements, which is the standard a plumbing inspector looks for on a potable water joint.
2) What size PVC pipe can I solvent weld with Oatey 31011?

No. This is a PVC-only cement, formulated for PVC pipe and fittings. CPVC needs a CPVC-specific cement, and ABS drain pipe needs ABS cement or a transition cement for an ABS-to-PVC joint. Using PVC cement on CPVC is a failed joint waiting to happen.
6) Do I still need primer with this clear PVC cement?
Yes on pressure and potable water work. The 31011 is a cement, not a primer or an all-in-one product, and ASTM D2564 cement is specified for use with a primer that conforms to the pipe standard. Clear cement is often chosen precisely because inspectors want to see purple primer on the joint and no colored cement hiding it.
7) What is the maximum service temperature for pipe joined with this cement?
Maximum use temperature is 60 C. That is the service limit on the finished joint, separate from the 40 F to 110 F window for applying it. Hot water above that range is CPVC territory, not PVC.
