1) What pipe size can Oatey 31021 medium body clear PVC cement handle?
The Oatey 31021 clear cement solvent welds all schedules and classes of PVC pipe and fittings up to 6 inch diameter with an interference fit. Above 6 inch you need a heavy body cement instead. The medium body formulation has good gap filling properties, so it handles the looser tolerances you see on larger DWV fittings better than a regular body cement would.
2) Can I use this PVC cement on potable water lines, or is it DWV only?

4) Will this cement bond CPVC or ABS pipe?
No. This is a PVC-only solvent cement. It welds PVC pipe and fittings and nothing else, so CPVC needs a CPVC-specific cement and ABS needs ABS cement or an ABS-to-PVC transition cement. Using it on the wrong resin gives you a joint that looks fine and fails under pressure.
5) Does Oatey 31021 meet low-VOC rules for California jobs?
It does.
