2) What is the 52C17 two-gang box cover made of, and can it go in a damp or unfinished area?
Steel with a pre-galvanized finish. The zinc coating handles unfinished basements, garages, warehouse walls and similar dry-to-damp interior work. Pre-galvanized steel is an interior-grade finish, not a substitute for a gasketed weatherproof cover on an exposed exterior wall.
3) I only need one receptacle on a 4 inch square box. Is the 52C17 the right cover?
No, that is the wrong cover for a single device. The 52C17 is drilled and cut for two devices on a 4 inch square box. For one duplex or one switch you want a single-device raised cover in the same 4 inch size. Ordering the two-device cover and blanking half of it is not a clean finish and leaves an open device opening.
