1) What is the Pemko 108 threshold cap actually for, and does it replace a whole threshold?
The 108 is a cap, not a threshold. It's a brass strip measuring 1-3/8 inches wide by 5/16 inch high that mounts on an existing saddle type threshold to create an interlocking configuration with a J- or L-hook. If the saddle itself is worn out or the wrong height, a cap won't fix it; you need a replacement threshold. If the saddle is sound and you're adding an interlock for weather sealing, this is the piece.
