1) Will a 3/8 inch safe bit fit my drill rig?

Use HSS for the outer skin and body metal, and switch to the carbide bit when you hit the plate.

No. Each Pro-Lok safe bit ships diamond ground, so it is ready to cut out of the package. Resharpening carbide later takes a diamond wheel, not a standard grinder.
