The 97 rosette is the cylinder collar for Sargent 4800 series dead bolts and 7900/7800 series mortise locks. If your lock body is one of those Sargent series, this is the matching rosette; for another manufacturer's mortise cylinder it is not the part.
2) Does the Sargent 97 rosette come with the spring, or do I have to order that separately?
The compression spring ships with the rosette. That is the part that holds tension on the mortise cylinder so it does not back out or rattle in the lock body, and it is the usual reason a rosette gets replaced in the first place. You are not ordering a spring kit on top of it. What is not included is the cylinder itself or the lock body.
