Yes. The S28725 is a Type B ballast bypass lamp, so it runs on line voltage directly. The existing CFL ballast has to be removed or bypassed and line voltage wired to the sockets. It will not operate on an existing electronic or magnetic PL ballast.
2) Will the Satco S28725 fit a GX23 two-pin CFL socket?
It uses a GX23 2-pin base, which is the base on 5W, 7W and 9W twin-tube CFLs. The pins seat in the same socket, but because this is a ballast bypass lamp the socket must be fed line voltage, not ballast output.
